Werner Early Learning Center

Children’s Aid Society Southern PA District’s new Werner Early Learning Childcare Center is a new two-story, 15,368-SF facility on West Poplar Street in York, PA. Designed by CORE and supported by Pennsylvania’s Redevelopment Assistance Capital Program (RACP), the center responds to the organization’s growing needs and lack of suitable facilities. Originally envisioned by CEO Eric Chase, the Werner Center offers critical services for families in York City and County, including one of only a few crisis respite nurseries in Pennsylvania and the region’s first licensed third-shift childcare program.

The building is planned to support both short-term care and long-term family development. Spaces include bedrooms, living and play areas, and age-specific classrooms for infants, toddlers, and preschoolers. Enrichment and support areas include an art room, sensory space, a family intake suite integrated with early learning zones, a multipurpose room, dining commons, and a commercial kitchen.

Staff and administrative areas feature shared offices, an IT suite, a pantry, and a wellness-focused break room with a shower. Operational needs are supported through multiple restrooms and a laundry room with a chute, ensuring functionality and comfort for both staff and families.

The structure uses non-combustible materials and features full sprinkler coverage, stair towers, and an elevator for accessibility and code compliance. 

CEO Eric Chase and the Children’s Aid Society chose this location intentionally, recognizing both the challenges and potential of the surrounding neighborhood. By placing the facility here, they are making a clear statement of commitment to meeting families where support is needed most—offering advocacy, mental health services, parent education, and 24-hour caregiver assistance in a community that stands to benefit deeply from these resources.
